SPEED 2.0 — Pennsylvania Permitting Reform: Do You Support Transparency and Accountability?

In Pennsylvania, it is easier to track your Amazon package than it is to track a state permit.
Our permitting system is slow, outdated, and opaque. More importantly, it’s costing us jobs, stalling economic growth, and pushing opportunity out of state.
We made considerable growth last year with the passage of the Streamlining Permits for Economic Expansion and Development (SPEED) Program, which I spearheaded based on feedback from employees and employers across southern York County. The process allows for expedited permit review by third-party reviewers to fast-track certain permits required by the Department of Environmental Protection to put a shovel in the ground and gives applicants the ability to track their permit in the review process. It was the start, but we know we need to do more. Permit delays impact more than just job creators and employees – permit delays impact working professionals who need a license to perform in their respective line of work. Permit delays cause homeowners additional time and money. Permit delays frustrate motorists who deal with longer-than-necessary delays due to construction projects.
We are losing jobs and opportunity and overall momentum as a state. While others like Florida, North Carolina, and Texas are welcoming taxpayers with modern, transparent systems, Pennsylvania is pushing them away with red tape.
And the real loss? This lack of momentum is driving our children, the next generation of workers, innovators, and entrepreneurs, to look elsewhere to build their lives and careers.
If we can see our Amazon delivery is 10 stops away, Pennsylvanians should be able to track a permit.
That’s the goal of Senate Bill 6, which would require agencies to post timelines, create an online permit tracker, and explain decisions with clarity.
