Statement from the Co-Chairs of the PA Competitiveness Caucus

HARRISBURG — The bipartisan co-chairs of the PA Economic Competitiveness Caucus — Sen. Kristin Phillips-Hill (R-28), Sen. Lisa Boscola (D-18), Rep. Paul Friel (D-26), and Rep. Josh Kail (R-15) — issued the following statement today.

“In its inaugural year, the PA Economic Competitiveness Caucus demonstrated that bipartisan, bicameral collaboration can deliver meaningful results for Pennsylvania’s economy — even amid divided government and a constrained state budget environment. From day one, this caucus set out to serve as a forum for thoughtful, solutions-oriented dialogue focused on developing and advocating for public policy to strengthen the Commonwealth’s economic competitiveness, foster job creation, and ensure Pennsylvania remains an attractive place to invest, innovate, and grow.

“That commitment was reflected in highly productive regional roundtables held this year with Pennsylvania employers and House and Senate lawmakers from both sides of the aisle. In Hanover, legislators convened at Utz for an in-depth discussion with manufacturing leaders on workforce challenges, supply chains, energy costs, and the regulatory environment. In Collegeville, a life sciences and biopharmaceutical roundtable hosted by Pfizer brought together lawmakers and industry leaders to explore ways Pennsylvania can better support research and development, commercialization of innovation, capital investment, and global competitiveness. These invaluable opportunities to learn directly from the individuals leading our state economy will continue to inform this caucus’s legislative activity in the coming year.

“Our Caucus is committed to pro-growth public policy and we are encouraged by the General Assembly advancing several key policies that strengthen Pennsylvania’s competitive position: continuing to phase-down our Corporate Net Income Tax rate, improving our treatment of Net Operating Losses, and enacting historic permitting reforms to bring greater certainty, transparency, and efficiency to the approval process for job-creating projects. Together, these wins represent meaningful progress towards a more pro-growth business climate.

“Looking ahead to 2026, the caucus remains focused on building this momentum. We will expand regional engagement across the Commonwealth, deepen collaboration with employers and industry leaders, and work to advance practical, bipartisan policy solutions that promote economic growth, workforce development, innovation, and long-term competitiveness. We invite additional members of the General Assembly to join the PA Economic Competitiveness Caucus, participate in future roundtables, and promote our mission of ensuring Pennsylvania can compete and win in an increasingly competitive national and global economy.”
